I. General Rules
1) There will be 9 teams.
2) The regular season will last from Week 1 until Week 14 of the 1999 NFL season
3) At the end of Week 14 the three division winners will make the playoffs, along with the remaining team with the best record. The first round of the playoffs will be in NFL week 15, and the division winner with the best record will play the Wild Card team, while the other two division winners will play each other. The winners will play each other and the losers will play each other in NFL Week 16.
4) The season will end after NFL Week 16. NFL Week 17 has no bearing on any results.
5) In case of a tie in entering the playoffs or for the best non-playoff record, the criterion for breaking the tie will be: (a) record against opponent; (b) Divisional Record; (c) Points Scored; (d) coin toss.
6) Final interpretation of all rules in case of dispute is left to Matt Milone; except as subject to Section III #8.
7) All scoring will be based on scores posted on Rotonews. No other scores or stats will be considered official.
II. Fees
1) The entry fee for the season will be $20. This will entitle you to enter the draft and submit a game roster for every week of the season.
2) Releasing a player is free.
3) Signing a free agent will cost $1.
4) Trades will be free and will follow the same notification process as free agent signings.

III. Rosters & Draft
1) Game rosters must be submitted to the website by 2 PM (CST) Saturday or by the cutoff time set by Rotonews, whichever comes first. A Week 1 roster must be submitted or else the first weeks game is forfeited. The preference of the league is to have all rosters in to allow sufficient time for opponents to view rosters. If a player has a Thursday or Saturday game, that player must be set on the starting roster before the start of their game.
2) Rosters should be submitted via Rotonews, if this is not possible please call or e-mail your roster to Matthew Milone before rosters are due.

4) A team may have up to fifteen (15) players on their total roster but may only start nine (9). There is no requirement that a team have more than nine (9) players.
5) There will be a 15 round draft to be held at a date not yet designated. Transaction fees apply 24 hours after the conclusion of the draft OR the midnight the day of the 1st game in the 1st week, whichever comes first.
6) The last week which trades can be made will be NFL Week 9. No trades may occur after the ninth game in the fantasy season has been played.
7) a) First preference in a free agent signing goes to the team with the worst record at the conclusion of the previous week. Tiebreaking will be conducted in the same manner as Section I #6. This is regardless of how Rotonews schedules transactions.
b) Players who have been cut may not be claimed until they clear waivers. To clear waivers one fantasy game must be played before the player is eligible to be signed as a free agent.
c) Once a player transaction has been received by the league it will be considered official in the absence of fraud or protest.
d) Player trades and transactions can begin 11 AM (CST) Tuesday after the week's Monday Night Football game.
e) Player transactions must be completed before Thursday at 11 PM (CST), so that rosters can be fixed before Friday.
f) If a player is in a Thursday game their transaction must be completed before noon (CST) Thursday.
8) A team may formally protest any trade or player transaction to the league. If a protest is made the issue at hand will be voted on by all ten of the owners. The protest will succeed if 6 votes or more support the protest. Any number less than 6 votes will cause the protest to fail. If the protest succeeds the team(s) whose move(s) were protested will be returned to their pre-move status; and their game roster will automatically default to the previous weeks game roster. In other words, if a protest is made about a trade before week 2's games but the vote does not occur until after week 2's games and the protest succeeds then the team(s) affected will be treated as having defaulted to their week 1 game roster for week 2. If the protest fails the league will continue as if the protest never occurred.
9) Deadlines for protests are 11:59 PM (CST) Wednesday after the transaction/trade has been made. With the intent of this section being to prevent a team from a roster default for more than one week.
IV. Games & Scoring
1) Each week games will be conducted on a head-to-head basis, the goal being to accumulate more points than your opponent for that week. Only players on the game roster will be used to accumulate points.
2) All point totals will be calculated by Rotonews. Only those scores will be considered official.
3) In the regular season, there can be wins, loses and ties.
4) Standings will be calculated in a manner consistent with NFL standings.

VI. Modification Clause
1) Because the league is being run on Rotonews for the first time, the commissioner reserves the right to alter or modify the rules, in the best interest of the league, over the course of the season, in order to promote the smooth flowing of the league.
VII. Protection
1) The league from 1999 will be perpetual.
2) There will be some form of protection, however a proper plan has not yet been formed. For the purposes of drafting the league pledges that it will not accept any plan that allows a team to protect more than three (3) players.
